Project Description

In the contemporary milieu where digitalization is imperative, EPICENTAR was contracted from Millennium partners for the purposes of conducting research exercise aimed at furnishing the project with an empirically-grounded understanding of the existing digital governance scenario in Kosovo. This project is designed to address and rectify enduring inefficiencies and inadequacies within the digital governance apparatus in the Republic of Kosovo.

Strategic Objectives and Institutional Outcomes

The overarching aim of the e-Governance activity encompasses multiple facets:

Institutional Role Clarification and Procedural Standardization: An initial objective consists of delineating explicit roles and responsibilities across governmental bodies. This will be achieved through rigorous process mapping, bottleneck identification, and a comprehensive audit aimed at procedural optimization.

Augmentation of Institutional Capacity: Focus will be placed on significantly enhancing the administrative capabilities of governmental entities. This will be realized through specialized training initiatives, strategic talent acquisition, and technological infrastructural upgrades, all with a view toward delivering services of the highest quality and efficiency.

Stakeholder Engagement: Acknowledging the collective responsibility of governance, the project is committed to facilitating multi-stakeholder consultations involving civil society organizations, academic institutions, and commercial enterprises.

Research Methodology Employed by EPICENTAR

Prior to the implementation phase, EPICENTAR conducted research exercise aimed at furnishing the project with an empirically-grounded understanding of the existing digital governance scenario in Kosovo. The methodology included:

Semi-Structured Interviews Across Diverse Organizational Platforms: Dialogue was initiated with an array of entities, ranging from governmental institutions to commercial establishments, to capture a multifaceted understanding of the existing digital governance framework.

Focused Thematic Exploration: Concentrated investigation into various thematic areas, including the digital literacy of civil service personnel, the potential impact of private sector involvement, prioritization of sectors for immediate digital overhaul, and analysis of intergovernmental dynamics.

Commercial Environment Appraisal: A rigorous evaluation of the extant commercial landscape was undertaken to ascertain its conduciveness to digital initiatives and to identify requisite improvements for fostering digital innovation.

Forward-Looking Implications and Anticipated Outcomes

The insights derived from this seminal research will serve as the empirical foundation upon which tailored strategies and policies will be formulated. Anticipated outcomes include:

A streamlined institutional framework that eschews redundancies and fosters inter-departmental synergies.
