End-of-Programme Evaluation of the EREA Programme in Kosovo

Project Description

EPI CENTAR International has been engaged by Caritas Switzerland to support the end-of-programme evaluation of the EREA Programme in Kosovo. The assignment focuses on assessing the programme’s relevance, effectiveness, efficiency, sustainability and contribution to the economic resilience and employment opportunities of targeted adolescents and young people.

The evaluation is designed to provide an independent and evidence-based assessment of programme implementation, achieved results, lessons learned and areas for improvement. The work will support Caritas Switzerland and its partners in understanding the overall performance of the programme and in identifying practical recommendations for future programming.

Objectives and Project Focus

The assignment aims to assess the extent to which the EREA Programme has contributed to improved economic resilience, skills development and employment-related opportunities for young people in Kosovo. The evaluation will review programme design, implementation arrangements, stakeholder cooperation and the relevance of activities in relation to the needs of target groups and local labour market conditions.

The work focuses on:

  • Assessment of Programme Relevance: Reviewing the alignment of the programme with the needs of adolescents, young people, local communities and relevant institutional and labour market stakeholders.
  • Evaluation of Results and Effectiveness: Analysing the extent to which planned outputs and outcomes have been achieved, including the contribution of programme activities to skills development, employability and economic resilience.
  • Review of Implementation Efficiency: Assessing how programme resources, partnerships, coordination mechanisms and implementation processes supported the delivery of results.
  • Sustainability and Learning: Identifying which results, approaches and partnerships have potential to continue beyond the programme period and what lessons can inform future interventions.
  • Practical Recommendations: Preparing findings and recommendations that can support future programme design, implementation and strategic decision-making.

EPI CENTAR International is involved in the evaluation process through desk review, methodological design, stakeholder consultations, field data collection, analysis of findings and preparation of evaluation outputs. The approach combines qualitative and quantitative information, with a focus on triangulating evidence from programme documents, interviews, consultations and field-level feedback.

Expected Results and Added Value

The evaluation is expected to provide a clear and structured assessment of the EREA Programme’s achievements, challenges and contribution to targeted beneficiaries and stakeholders in Kosovo. It will identify key lessons from implementation and provide practical recommendations for strengthening future initiatives focused on youth employability, economic resilience and inclusive development.

Through this assignment, EPI CENTAR International contributes to evidence-based programme learning and accountability, supporting Caritas Switzerland and its partners in improving the design and effectiveness of future development interventions.
